In strict compliance with the statutory principles governing non-profit associations under the French Law of July 1, 1901, the leadership of ASSOCIATION VACANCES 93 operates on an uncompensated, voluntary basis. Board members do not receive director fees, dividends, or private financial incentives. Their stewardship is motivated solely by a shared dedication to public health equity, social inclusion, and youth empowerment across the communes of Seine-Saint-Denis.

The Board of Directors is elected triennially by the General Assembly, ensuring that operational decisions reflect the voices of local educators, municipal partners, parent associations, and community organizers. Independent statutory auditors review all accounts annually, guaranteeing absolute transparency and public accountability before prefectural and departmental authorities.

Our governance model reflects the socio-demographic diversity of Seine-Saint-Denis. By ensuring that experienced sports educators work alongside healthcare practitioners, legal experts, and neighborhood parent delegates, our executive bureau maintains a 360-degree understanding of community needs. We deliberate in open democratic sessions held quarterly at the Hôtel du Département in Bobigny, where all active members have voice and vote.

The Role of Democratic General Assemblies

The supreme governing body of ASSOCIATION VACANCES 93 is the sovereign General Assembly of members. Convening each spring in the auditorium of the Hôtel du Département, the Assembly reviews detailed activity ledgers, evaluates statistical reports across our forty active sports facilities, and examines audited expenditure ledgers. Every member possesses equal voting weight, embodying the fundamental republican precept of one member, one vote.

During the Assembly, working committees present in-depth progress evaluations covering pediatric health metrics, holiday camp logistical performance, child safeguarding audit findings, and municipal covenant negotiations. This rigorous process guarantees that no single individual or external entity can monopolize organizational policy, ensuring our mission remains permanently dedicated to public benefit.

The Supervisory & Health Advisory Council

To maintain the highest standards of pediatric safety, psychological welfare, and educational excellence, ASSOCIATION VACANCES 93 is assisted by an honorary Health & Scientific Advisory Council. This multidisciplinary panel meets quarterly to assess the developmental impact of our athletic and holiday initiatives on beneficiary youth.

Council members include pediatricians from the Centre Hospitalier de Saint-Denis, professors of kinesiology from local universities, child psychologists, and municipal public health officers. Their consultative recommendations directly inform our nutritional menus, heatwave protocols, mental health first-aid workshops, and motor development routines.

The Supervisory Council also exercises an independent auditing mandate over child safeguarding procedures. Council members conduct unannounced inspections of our residential camps and municipal sports clinics, verifying animator credentials, emergency first-aid inventories, and hygiene compliance. Their written findings are transmitted directly to the Board of Directors and published in our annual transparency dossiers.

Every member who has maintained an active association standing for at least six consecutive months is entitled to stand for election to the Board of Directors during the annual General Assembly. Our electoral statutes enforce strict parity rules and ensure balanced representation across sports specialties, geographic districts, and volunteer roles. This open democratic process prevents administrative stagnation and ensures that fresh perspectives continually enrich our public utility mission.
